The SF hopes to give transport security officers the right to use tasers before the 2018 World Cup
Alexey Kondratiev, Deputy Chairman of the Federation Council Committee on Defense and Security, expects that the draft federal law on granting transport security personnel the right to use electric shock devices (ESU) will be adopted before the start of the 2018 FIFA World Cup in Russia. He said this during a press conference dedicated to strengthening transport security measures in places of mass presence of people, the Moscow news agency reports.
"I think so (we will have time to pass the bill - approx.)," Kondratiev said, answering a question about the adoption of the document before the start of the 2018 FIFA World Cup. According to the senator, the adoption of the bill will help minimize the possibility of a threat to passengers in Russia.
In turn, Anatoly Vyborny, Deputy chairman of the State Duma Committee on Security and Anti-Corruption, explained which algorithm of actions will be used when using tasers.
"He (an employee of the Transport security Unit (PTB) - approx.) presses the alarm button and immediately neutralizes the offender with a stun gun for 10-20 minutes before the arrival of law enforcement officers. This is the algorithm of actions that will be in case of adoption of this legislative initiative," the deputy said.
Currently, PTB employees have the right to use service firearms. "But the use of civilian self-defense weapons with a mass stay of people, they do not have such an opportunity, since the use of service weapons is limited by law in places of mass stay of people. And they don't actually have any other weapons," said Vyborny.
The document notes that now the ESH can be used by guards of private security companies, employees of non-departmental security, bailiffs, employees of federal postal communication organizations, officials of specially authorized state bodies for the protection, supervision and regulation of the use of wildlife and their habitat, police officers, military personnel (employees) of the National Guard of the Russian Federation and other people. The draft law proposes to grant the right to carry and use ESH to employees of transport security units.
The document was submitted to the State Duma by members of the Federation Council Alexei Kondratiev, Mikhail Kozlov and deputy Anatoly Vyborny.
