Transport police officers will be armed with tasers
The deputies of the State Duma adopted in the second reading a bill on the right of employees of transport security units to use tasers. Deputy Director of Rosgvardiya Sergey Zakharkin previously clarified that we are talking about tasers with a capacity of up to 9 J/sec.
According to the document, employees of such structures will be able to use devices to repel attacks on transport infrastructure facilities, vehicles and themselves, as well as to suppress resistance provided by the violator to employees during execution.
In addition, it is proposed to use a taser when detaining persons caught committing a crime or administrative offense if they are trying to escape, or there are "sufficient grounds to believe that they intend to provide armed resistance."
The police will be required to warn about the intention to use a stun gun. And only in exceptional cases, when there is a real danger to passengers, they can act without warning.
At the same time, the document clarifies that employees of transport security units should strive to ensure that the harm caused is minimal, and they are obliged to provide first aid to persons who have received bodily injuries, the Federal News Agency reports.
In addition, stun guns and spark arresters will not be used against women with visible signs of pregnancy, persons with obvious signs of disability and minors. An exception in this case will be cases where these persons commit an attack that threatens the life or health of employees of transport security units or passengers.
If adopted, the law will enter into force 90 days after the date of its official publication.
Last year, during the inspection of passengers, security officers seized 247 firearms, 56.5 thousand ammunition and 32 kilograms of explosives, Rossiyskaya Gazeta adds.
